It is difficult to say what is going on with your cat and probably the best thing to do is to take him to the vets. They will be able to give him mediction to calm his lips down and may be able to give you some idea of the underlying cause. However, one thing that can cause swollen lips is fleas. It is an unusual consequence but it is an allergic reaction to the flea bites. Is this the same cat that was over-grooming? Fleas will also cause cats to be itchy and cats who are itchy will lick themselves a lot, unlikely dogs who scratch.

However, do take the cat to the vets. They will be able to treat the lips and give you a veterinary standard flea treatment if he is suffering from fleas.
