Making a complaint

I had a very bad experience with a local vet when my young cat broke her leg and required treatment. To cut a long story short, the practice was negligent and I had to pay quite a lot of money for another vet to correct their mistakes. My cat almost died as a result.
I would like to make a formal complaint against the practice as apparently, this is not a ´one off´ situation.
Does anyone know who I need to contact in order to do this?
