I´m sorry for the man who´s cat was lost but it was a simple case of instinctive behaviour. Snakes eat small animals. Cats are small animals who are unaware of property boundary lines. This is hardly a surprise and to attempt to amend legislation for the sake of a cat is ridiculous.
Having said that, I do believe we need more stringent laws regarding all pet ownership, but that is not specific to dangerous animals. I believe that it should be far more difficult than it is to obtain any type of pet in this country. If it were, it would begin to weed out those people who give little thought to the time and effort involved in caring for an animal. Too many pets get hurt or abandoned as a result of people finding out too late that a pet requires far more energy than they are willing to give. If becoming a pet owner was difficult and required people to demonstrate awareness about the type of pet they wanted, then maybe fewer animals would have to suffer.
