If your dog got stolen, then was sold to someone who didn't know they were buying a stolen dog in a new area. Your dogs true identity would not be discoverd because when the new owner is registering their newly acquired pet no scan is done.
We want every vets practice to adopt the policy where all Vets or their receptionist or nurse routinely scan all new dogs on registration plus the backlog of dogs that are registered but have never been scanned.
